I am new to the game and would like to understand something.

I have a guy in my league that is by far better than anyone else. his car is still on level 1 but he puts in 2-3 seconds quicker qualifying laps than his closest rival, and he has won all the races by a very big margin.

Driver makes a big difference. First thing to do is figure out what makes a good rookie driver.

OA isn't necessarily the be all and end all of having a good driver, your high talent is probably taking up a lot of your OA, but is not always as effective in certain races, other skills make a big difference in Rookie.

higher overal doesnt means a faster driver, bare that in mind, also one atribute isolated will not guarantee faster laps.

he probrably has a good driver and is nailing his strategy for the races (tyres, fuel, set up, risk...etc)

I would say it's not about the talent, or well, it is.. since in rookie the numbers allowed are so small, high talent becomes a liability. I tend to say its all about the "balance of stats"
