Currently, we have two PL teams who did not confirm until this time ...
If one will still not confirm, the relegating PL team will not be going down and there will be four teams promoting from Division to Championship.
If both will not confirm, then we will have four teams promoting from the Championship to Premier League and five teams promoting from Division to Championship.
Also we have two teams that did not confirm yet from the Championship ... expect a similar scenario if those do not confirm until the deadline.
I know it sounds a bit radical, but I cannot see any other solutions.
If anyone else has a better idea, please let me know. I would really appreciate it.

Less than 7 hours left ... Still only 4 managers read their PMs and 3 confirming.
Guess I will have to prepare for a radical scenario with 4 teams going missing from the top two tiers, plus a promoting team missing from the Division.

If things remain as they are now, as in 2 non-confirmed teams in PL, 2 non-confirmed in Championship and 3 in Division, these are the changes that will follow:
Premier League will have 4 teams going straight to Division, with Newcastle United staying in the first tier. All this means we will require 4 promotions from Championship (Perth Glory, Swansea City, IFK Goteborg, Exeter City).
Championship: 4 teams will promote to Premier League. One team will be going down to Division through the manager's wish. Two teams are also not confirmed for next season, which leaves us with only 3 teams remaining in the Championship. This means we will require 7 teams advancing from Division. However, we only have 6 teams available, since 3 others changed names and 3 others did not confirm for next season. This means one of the teams that did not relegate directly and only changed names will be advancing with the other 6.
I am waiting for some suggestions how to determine that 7th team: standings, random draw?
I would like some comments before tomorrow, if possible.

So random it is ...
There are 3 teams. Using random.org, I picked three numbers between 1 and 100. The numbers are:
55, 75 and 76
To each number will correspond one team. I sent the numbers and the corresponding teams to Rafael.
Whichever number gets picked first, that team promotes to the Championship. I know it's a weird way to do this, but unfortunately there's not much of a choice.
So make your pick. First number will count.
(Rafael cannot make the pick, obviously.)

The sooner this is done, the sooner Season 10 starts.

No teams will relegate to the Championship in Season 9. Usual relegation schedule will resume from Season 10.
There are only direct relegations to the Division.
P.S. If nobody makes the pick by tonight, I will make the pick myself (through random.org) ... since I don't want to hold up Season 10 for too long.
