I called it two laps prior to the 2nd accident that there should have been a SC.
You should not, for any reason have any heavy equipment (such as a crane) on the track while the race goes on. Especially not on the outside of a fast corner.

I think, no matter what happens with Bianchi, stewards and directors will be asked to explain how a SC wasn't called on. Obviously there was no risk assessment made by anyone when the crane entered the track without planning a SC.

I hope the best for Bianchi, though it doesn't look good with what little information we have.

IMO the safety car should've been deployed to allow for safe recovery of Sutil's car. I was very surprised it wasn't, after seeing where it happened. It's not like it was on the inside of a corner or somewhere safe enough for recover. It was in a dangerous position. It's not safe even in dry conditions, though normally drivers are able to back off under yellow, but when it's raining, especially when drivers are on inters with rain becoming problematic, it's a bloody dangerous situation. Sutil went of because of the rain, so the officials must've been vigilant enough to consider it may happen to someone else in the same spot. And it did. It was a HUGE mistake by the race officials. HUGE MISTAKE. They appear to be so safety conscious by allowing safety car to stay out for so long at the start, when the conditions didn't call for it, yet they fail in what would appear a pretty obvious decision to deploy the SC when it's actually needed.

The incidents were a minute and a half apart of each other. I doubt the SC would have changed anything, given that Bianchi, being further behind the field and catching up, would be running in a similiar speed than in a double-yellow flag zone.

Double yellow usually is sufficient...

Had the SC been deployed before the crane was allowed to recover Sutil's car, this incident would've been avoided. No, they wouldn't be doing the same speed. Binchi was obviously on the limit of traction, and he wouldn't be while catching up the SC. Especially in that spot. It was an avoidable situation, had the race officials used their brains. And it angers me that just a spectator, like myself or Ben (above) can see it, yet people who are supposed to be professionals and who are entrusted with safety of drivers and marshals, can be so blind.

I just looked at a picture which showed the roll hoop has been destroyed just behind the cockpit. It looks like the contact with the tractor will have been right where Jules' head would've been.

Look at the (E) on the undamaged car: http://2.bp.blogspot.com/-zL9grawJtXo/UuwZrFdwzUI/AAAAAAAAEj... and the car from Suzuka http://i.4cdn.org/sp/1412498636436.jpg

Hopefully that extra intrusion into the cockpit is from the medical crew cutting the car open to get him out.

E- Some of that intrusion will be the removable headrest

During double yellow waved flags you are supposed to slow down by a good chunk of speed. It's not that much slower than a SC phase, especially when you have a clear track ahaed as Bianchi would have had either way.

It wouldn't up to be fast to spin, comparing to Ericsson spin at safety car period at start laps, so I don't think he was pushing hard. I can be wrong, but there was no TV shot

Hope that Jules will be allright., but after seeing crashed car pics, situation looks critical. My thoughts are still in Japan with Bianchi. #ForzaBIANCHI

What the driver is supposed to do and what he actually does are 2 different things, but race officials are there to ensure the safety of the drivers and the marshals. That's their job. Yes, normally double-yellow is enough, but on a dry track. In these conditions, when people were on inters and the rain was getting heavier, the traction was changing each lap, so when Bianchi found himself in that corner, there was much less grip then the lap before. That's what made this situation and recovery of Sutil's car so much more dangerous and SC should've been deployed.

when people were on inters and the rain was getting heavier

they should have been brought in and changed to wets.

the conditions were no worse at the end than the start, the only difference was some teams decided to not re-pit for wets and risk the conditions by taking the inter tyres to the end of the race as their greatest fear was not losinhg 22s in the pit lane. So, what about the team's responsibility toward their drivers safety in all this? Cos I disagree that blame lies squarely at the officials. They had already offered to move the race forward too, and the promoters rejected it. There's certainly more than one person/group that is accountable for what has happened here imo.

In my opinion inter tyres should possibly be removed from the tyre roster after this. There at least needs to be a review of their use, as well as some other safety aspects like a tractor appearing on the circuit before the safety car is leading the pack. This tragedy could have been avoided if a rule like that was put in place.

No team would even consider running on drys in those conditions. In any case, teams should not be allowed to fit dry tyres to the car until the race director deems it safe to do so. If teams are prepared to risk safety in these conditions then I firmly believe the FIA need to take the high ground with it.

Not conditions of today, but when it starts to rain just a little bit during a race.. Full wet tires melt if it's not raining enough, so better to stay with slicks then.
