With such a group size, 1 sponsor (gratis) is also a lot.

Upgrading the Commercial at Facility would help you to negotiate more sponsors.

That's definitely possible, have a look at the Sponsor center:
/gb/NegotiationsOverview.asp

How long it takes, depends on your package (e.g. have a look at the facilities) and how busy your sponsor-team is with the negotiations.

Yes, you are. Start a negotiation with a promising sponsor. Depending on the results you get in races and the answers you give during the negotiation procedure, you can get a sponsorship contract in 8-12 races. More or less.

Keep in mind, that giving answers that the sponsor is not happy with, the sponsor could withdraw from the negotiation.
Also, if the sponsor isn't happy with your results after the contract is signed, they are possible cancel the contract.

So selecting the "right" sponsor is essential.

Does the sponsor progress is transferred to next season or the manager has to start fresh in next season ? And what if the manager manages to get a sponsor in rookie but does not promote , does sponsor leave the manager at the end of season or continue its tenure ?

For managers in the Rookie groups money balance, car parts, staff and facilities, sponsors negotiations, car character points etc. will be reset at the start of every season. The only thing that rookie managers get to keep between the seasons is the driver if his overall does not exceed 85.

Points money and team money earned in the previous season will be paid to all managers.

The accounts for all managers in Rookie will be reset.

All managers who qualified for all 17 races in the previous season will get a bonus of $5.000.000 (including managers in Rookie).
