Surely that is made just made to advertise him. I would belive that if he had run over that ferrari with this tank. And that was some kind of cheap Mercedes, and it's unlikely that you just shake hand and do nothing with guy who just drove over your car with BTR.

In Finland people just get parking tickets over and over again, those who have only debt don't need to care where they park their cars, actions like this would make them think again. Problem isn't the rich who can afford the ticket, it's the poor who don't pay anything ever.

Completely set up. Promotional stunt. Like that guy would act that way if his car had just been smashed? The road had been closed off to all other traffic. It's filmed in the early morning (notice the broad shadows) - the shops are likely not to even be open yet. And like they'd destroy an expensive vehicle over a miniscule ticket? Promotional stunt designed to raise awareness.

Yes, its actually, a part of social add campaign against badly parked, because there are lots of "expensive" (well not only expensive..) car owners who park their cars where ever they like in Vilnius center and old town

This is hillarious, this scene is actually from a swedish TV-show that will be broadcasted later this year. Name of the show is "99 things you have to do before you die".
Many of the clips has been edited so it's only the mayor in the armoured car. The clip in the link in post 1 do show 2 other persons in the armored car and that's the 2 persons doing all these 99 things.
