because?
the ricuito de Bilbao is the only one that has a curved bridge and part of that needs to be a little more recognized, in Gpro there is no Basque circuit (Spain) and I would like to put it to give it a greater variety in "abandoned" circuits, such as example: The urban circuit of Bilbao and Nurbüring (green hell).

Anyway, GPRO already has 3 Spanish circuits (not Basque, I realize that), and my impression is Hans is completely booked on doing new track work for the next few seasons.

I didn't even know Bilbao had a street circuit. Apparently it was used only once for a Formula Renault race in 2005. Go figure. It's not like it's been abandoned, the streets are still there and I guess the idea got dropped for whatever reason.
I think in the event of new street circuits being added in the game I'd prefer the ones featuring regularly in Formula E anyway.

The Bilbao circuit, it has a small probability of being a circuit for formula e from the season that is right.
