In real life it would mean that any rain would make the track wet and keep it that way with the humiditybut in this game there is instant dry condition as soon as the rain stops.

But this is Gpro weather, it does all sorts! When do you know Japan to be 47deg? It must be after loads of global warming has taken place

humidity is not a proxy for rain starting and no, it does not start raining automatically when 100% humidity is reached (haze or clouds can form though). The onset of rain is dependent on many things including humidity, but a specific value of humidity is not a sufficient condition for rain.
