It's hard to describe but it's the button "Qualify 1 & 2 standings"... it is green when someone new has just done his qualifying laps.

Just to be more constructive I have suggestion for this feature. Redesign it since its doesnt have that gpro moyo inside or you can use /images/up1.gif and /images/down.gif

Its more gpro style :)
