What Diogo said if you retain in rookie. When you promote try to maitain their level if your budget allows.

3.4 General staff and facilities
• Managers in Rookie groups cannot buy facilities above level 20

So, following the logic.
If you have a maximum of points allowed, it should not be discarded.
Anything that is improved within your management will benefit you. The game is long-lasting.
It arrives first, who first "moves forward".
Of course, you'll have to control your costs, but that's the game. Management.
