Not sure if the question is how to adjust or do we adjust at all. so I'll try to cover both :)

1) It's probably a good idea to adjust settings for different weather conditions

2) the "how" is a bit more tricky.

2.1 at first you can apply "common sense" and "feeling". Ask yourself what would you like if (for example) dry turns to wet... ... i.e would you like more or less downforce (and other settings too)

2.2 the test track could be a good place to find out things, the test track is the same throughout the whole season, but the conditions change there, sometimes it's dry and sometimes it's wet.
