They are available 'all the time' but atm none seems to be under your max 85OA level, which can happen unfortunately. However a 17yo isn't necessarily better (but often more expensive) than an 18/19yo (or even somewher in the 20's) if you know what to look for.

num 2 ) : do you have clear plan about what to do , how to train and how to calculate the overall
3 ) it is achievable not impossible. so
if the answer for 1) and 2) is YES ..
then go for it , just wait couple of races and plenty of drivers will be thrown into the market.

4 ) alternative solution : in case the answer for 1) and 2 ) is not sure ?
then why don’t you try to train cheap driver . there is quite a lot . of those too .
