It doesn't matter whether you refuel or not, the time all depends on your strategic management of how much fuel you are filling up on and/or changing of tires. Your pit lane crew are responsible for how long your pit stop takes, OK?

I think that's already the case. Though I don't have enough data to be certain. It definitely makes a difference whether you fill up a bit or a lot.

In RL, refuelling wasted at least half or even more of your average pit stop, so I won't be surprised when refuelling is banned on here.

Imagine you start heavy on fuel on a wet track, (disadvantage on qualy) and it goes dry on lap 3. You have more fuel than what you have set for your second stint so no fuel needs to be added. Your pit stop is now only for tires (and not fuel). You spend ~5 seconds stoped in the pit lane rather than the default.

There are better ways to deal with this hypothetical...

Have you ever considered the possibility that instead of ~5 seconds, the tyre change takes the xx seconds regardless of fuel or not.. So even IF you don't refuel, the pitstop doesn't get any faster than the tyre time.
Specially in rookie/amateur, the pit crews aren't anything like F1.
The "pit crew" might just be the drivers dad changing tyres and mom refuelling the driver with juice.
