I said lower, not 0ct. Obviously there is a choice where to put the mega boost, but I would definitely use it almost every race.

Your example (CT 100+boost /then lower CT) can be blocked per CT 80 in first 9-10 laps,
My example (CT 100 in last laps + boost) can be blocked per manager using CT 80 in last laps + boosts.
Different risks per stints (or per X minutes or per Y laps), open many possibilities to all people try block or try avoid block.

Starting with low fuel I will be already high place in q. So I will not need to overtake many. and if there is a hard OT track you will not have much chance to overtake when people use 100 def. Specially in higher groups. maybe 0CT is bit extreme but the point is same. Even if 1-2 cars can overtake in the end there will be lot of blocking so I can imagine people screaming about it: "Blocking is getting beyond a joke" and so on.

Blockers will have much more possibilities to block, if all others managers use a "standard strategy" (CT X all race)
But if you know your group, you will have many chances to escape the blockers.
You just have to force it at the right time. If the blocker goes to 1 pit and you to 2 pits, start with low CT and increase the CT in the 2nd and 3rd stints.

Martti, start with low fuel and drop to 20th place (or worse) in your pit, while the others run 10-15 laps faster than yours until they enter the pit.
With different stint risks, you have a chance to predict the strategies of the blockers and try to avoid them.
Blockers will have to choose.
- Try to block everybody (CT X all race).
- Try Block who starts with more risk (CT X +20 in begin / CT X -20 in final)
- Try Block who finishes with more risk (CT X -20 in begin / CT X +20 in final)
Surely blocking everyone will be a little harder than it is today, because some managers will always try a different strategy.

I doubt it very much. Capacity of the server is the least problem. The biggest one (IMVHO) is to find all the potential pros and cons of the suggestion and to decide whather the potential of changes will balance their negative effects.
