at -15m he goes down to 0 motivation automatically after qualifying closes. And yes it must be done before the final race deadline as you can't spend money after the race (except leaving and joining teams (i believe))

Just to add to this if you are going to be staying in rookie and need to keep it at 0, you need to be at -15mil after the race too ;)
Also it's only rookie that the driver needs to be under the OA limit at the end of the season, once out of rookie the only time the OA matters is for when you extend a contract
