How can you speed up the process? Try to work with a mentor.

I recommend doing some test laps, and look at how much fuel you use per kilometer. Then, compare the test track to this race, and decide if you will need more or less fuel per km. Add some margin for error - you won't be accurate on the first race. But soon you will get a good understanding.

You can also try to join a team, who will share with you their fuel usage.

Edit - some advice for the first season:

Use testing to compare how much the fuel use changes when different things change. Maybe something about your car parts or driver will change the fuel needed?
