In the uk, disabled people are given a non means tested benefit towards travel. They are free to spend it how they wish, be it on buses, taxis or buying a vehicle. There are some problems relating to this. They are given a sum of money towards a vehicle and can top this up to buy whatever they want. This raises equality issues.
Interested how other countries deal with disabled people and transport.

No "bulk sum"

Free bus pass (Monthly)
Free train pass (Monthly)

Degree of disability 11 and above:

Can buy a car tax free.
possibility for partial refund on car price (means tested)

There is also the possibility of "transportation services" such as taxies etc. for severely disabled (this is evaluated on case-by bases)

Not sure about equality issues you may be referring to but if you're talking about Motability Car/Vehicle - the car will never be owned by the person - only leased.

If at any stage the person's benefit stops then they have to give the vehicle back.

Currently living in Latvia but from my views and conversations with people here, disabled people in general are not really well looked after, it mainly falls down to the family to look after them or provide their needs.

Personally I believe that families should foot the bills of their parents if they're able to of course.

How about having people decide that themselves? Not all families are happy families, you know? ;)

How about giving disabled people (all people maybe?), the best chance of an equal standing in society, as possible.
Money being only a part of that. :)

Some of the raspberry ripples in UK also complain that people don't give consideration to drivers with physical disabilities. I think this is largely because they are driving "normal" cars, which are indistinguishable from any other cars. Maybe a sticker on the back would help?, Possibly. In these days of austerity, surely a better way would be to reintroduce the Blue Cars of the past. These were very maneuverable 3 wheelers and are more than adequate for the job https://player.bfi.org.uk/sites/default/files/styles/landsca... We would then have created equality as well. Good plan?

raspberry ripples

Seriously?

Not all mobility issues are due to walking.

Sight is a big part, and the car is leased to the person for someone else to drive it. So would be a 'normal' driver anyway.

In Australia we have a system called the National Disability Insurance Scheme (NDIS). Funding via the Government through the tax payer is provided to those deemed disabled and is paid fortnightly. Allowing for the disabled to access other forms of transport outside the free bus, train or ferry network. The funding allow the disabled person to use taxis, ride sharing and their support workers, family or own vehicles to access the community.

Sadly I suspect Dougie has no idea about that the disability system here in the UK either that or he is just trolling.
how it actually works here in the uk is there are 2 levels of disabilty for Care needs(standard and enhanced) and 2 for Mobility (Standard and Enhanced)

If you get the Enhanced level of mobility which is reserved for those with severe physical or mental disabilities you can swap all or part of the mobility side of the benefit for the Motorbility scheme which allows you to lease a car which can come with adaptions.
So for example somone who has issues with their legs could have it adapted for gears on the steering wheel , or for someone who has a child/or partner who is in a wheelchair they could have a vehicle with a ramp.
Then those like myself who my son is has Severe ASD we are able to have a family car which will fit his fold up wheelchair in the back.
I could probably go on and on and on with different examples of why a one size fits all approach is useless.
Depending what sort of vehicle and what brand you have you give up part or all of your mobility side of the benefit and in alot of cases have to put a figure upfront for the vehicle.

I think that we should revert to the blue 3 wheelers. They were perfect.
