Please don't give up the game if you are not getting good results. Just keep in mind about season reset in Rookie and the 30 million plus 5 million cashback if you race all races. Use the money to try different drivers and to learn how to get better results. Do tests to learn how much laps a tire compound can do, how much fuel do you need for a race. Keep walkin Johnny walker.

There are two ways to do it, you can go to the "Update car" page and choose parts of higher level than your current parts. Higher level parts will also wear out slower until a certain level, after that level they will wear out faster again.
The other way to increase car level is through testing. It is pretty easy to gain 1 to 1.5 car levels through testing but you get diminishing returns from it so to go higher you pretty much need to test every race. Though testing has other benefits as well.
Though in rookie the biggest difference in pace is 90% due to the driver, a really good driver will win races in rookie even in a car that is a couple of levels below everyone else.

In Rookie you don't need to upgrade too much your car, you Just need a faster driver. My car is level 1 or 2 and my driver is fast as an Amateur rank. Just look at your time in Qualify Sessions. In Amateur you Will need good drivers and a level 4 to 6 car. You need to use Rookie group to learn How to build or buy a better driver.
